Gen 3 had it right when dragon's best move had only 80 BP. Calm mind Latis were broken, but those sets were neutered in gen 4 when we got significantly better answers like Heatran, Bronzong, and Tyranitar's 50% spdf boost in sand. Game Freak just had to ruin everything by giving every single dragon in the game a 120 BP 100 accuracy physical move with no drawback and a 140 BP 90 accuracy special move with very little drawback. Types with strong neutral coverage like dragon and ghost should have their BP capped at 80.
Steel was balanced btw. They kept dragon, ghost, and flying spam in check.
