nearly all of the big TMs were only available late-game and required significant backtracking and exploration to obtain, so infinite uses didn't affect the balance much.
it's later games that really fucked it up, both by giving the player access to the strong TMs earlier and by just giving them in cutscenes rather than requiring effort and exploration to obtain.
