Depends how you look at it, there are quite a few bad ones that completely fail to get an idea across. Like Bolthound is plain terrible. It's just stupid.
The "I hate it because I hate it" people are idiots, but there are some weak designs in the series for sure.

Pokemon are not designed for a flat metagame, dunce.
Pokemon are monsters designed based on ideas and things from the real world, condensed into collectible monsters to show children the wonders of the world. Some of them being useless is part of their design and overall concept. Like Dunsparce.
