Physical bug moves almost never have side effects, and skitter smack might not look like it but it's the second strongest physical bug move that sheer force would boost (the first being lunge, a very similar move with shittier distribution). For example, kingler would prefer skitter smack over x-scissor for the purpose of hitting grass types. The only sheer force bug type, kleavor, doesn't get skitter smack but it isn't in a normal pokemon game either, so pick your poison.
A lot of normally useless moves would gain new life if they were distributed to the right pokemon.
