The design philosophy has definitely shifted over the years but your opinion is more than likely motivated largely, if not entirely by nostalgia. There have always been ugly Pokemon. There have always been cool Pokemon. They are designs this way for a reason, to maintain variety and avoid stagnation within the generation. If every Pokemon was Garchomp and Metagross levels of cool it would be fucking boring. The ability for something like Bellibolt to coexist with something like Ceruledge is part of what makes Pokemon so interesting.

Aesthetic is not the same as design philosophy. The designs had by and alrge been better for a long time on average, until the most recent 2 gens. The newest ones seem like a return to form so far besides the stupid motorcycle legends.
The aesthetic shift I feel was a mistake since they are abandoning a brand identity to try to make visuals more suitable for merchandise. But whatever.

Yes, the Pokemon artstyle has changed, no matter how hard they'll try to gaslight you.
Issue is, there isn't really a consistent design philosophy behind Pokemon, that's why it seems to shift so drastically with every entry. Gen 1 was mostly genuine monsters, based on kaiju, mythology or generic RPG tropes. Even as early as Gen 2 this was switched, as Gen 2's theme was "mystery", playing hard on things that made Pokemon popular - Mew, MissingNo and the likes. Gen 3's philosophy was "oh shit, Pokemon is getting irrelevant, save it".

The philosophy has been consistent for the most part until recently, and it seems as though there are one or two designers on the team who just generate trash. Like there are 4 or 5 pokemon over the past few games who have the same gooey stick man body with a smiley face slapped on. And none of them seem to have any sort of coherent design behind them.
But generally speaking, Pokemon are just monsters that are designed based on real life animals or concepts or things; like magnets or a disproven theory for evolution or paganism.

There is no consistency in today's design philosophy. We go from a rather generic Kalos, to a storyline-driven Alola, to an online-focused Galar and now to an open-world Paldea. This is reflected in the Pokemon themselves as well, with goofy, cute, monstrous and edgy designs all thrown into one pot. There is no consistency between Copperajah, Stonjourner and Yamper, because there's no theme they all have to follow.

Some kind of shift happened between gens 7, 8 and gen 9 in the approach to design. Alola and Galar had Pokemon themed around their real world equivalent regions. Creature features drew from folklore, natural features of the regions, the creatures found there and (regrettably) regional variants of creatures from older generations. Gen 9 as far as I can see is being led by the marketing and merchandising departments with the aim to make "meme-worthy" creatures and "toyetic" designs. But there's little to no creative intent behind the new gen Pokemon, they feel like a committee of people following a checklist for what should sell based on superficial market research.

If squirtle were designed today he'd have a head the size of his body, no fingers, a little shell fireman hat, and his tail would be a firehose. They don't have that small amount of realism anymore, and that really gave them their appeal.
