Because retards and fakefans shat on Johto for "having no identity" and "glorified RBY DLC" and "Leaning on Kanto" because they don't know how sequels work. Game Freak didn't want that to happen to Unova so they made sure not to have ANY pokemon from previous gens until the post game.

it was probably intended at some point, but they wanted to sell Unova as region with NO CONNECTIONS to other regions

sort of backfires when there is no explanation for why pokemon not native from unova exist in the wild in the postgame routes

I've a new theory for why it happened:

They literally just forgot about Luvdisc and already had this designed. They weren't going to be tying any of the Unova Pokemon to old Pokemon so they couldn't introudce a relationship between them.

Cos they wanted all new Pokémon in Unova, it was more of a "business decision" than a "it makes sense" decision, same with Tauros and Bouffalant. They wanted to mirror old generations without tying gen 5 down to them.
It's a stupid as hell decision.
