Game Freak did that when they made Red literally mute. It's especially noticeable in Masters where every other protagonist speaks, but Red is still mute outside of a few instances.

That's probably because red and blue were very limited in story telling and giving characters actual personalities was too difficult. Every other game has protags that come from a game where the story is fleshed out and given character even though they are meant to be you. Red is the only protag where he's supposed to be you so much that giving him a personality would fuck up his whole appeal. There's a reason why Ash is his anime counterpart rather than being Red himself

Literally this. Surprised so many people don't understand this, but I guess a lot of time has passed and it's just zoomers scratching their heads at this point. Red is supposed to be a stand-in for the player, so he doesn't speak not because he can't but because they don't want to characterize him by expressing what he thinks since it may conflict with what the player thinks. It's fine to characterize him by his actions because they're always going to be the player's actions.
