Charizard being referenced by one npc is no different from that book in Nacrene City called "Sweets for Pokémon", that references Sinnoh. Hell, no one's complaining about the one npc mentioning Blue and Prof. Oak in XY, because references aren't the problem. I wouldn't even say that Kanto pandering is the problem, either. The problem is the disproportionate amount of fanservice that Charizard gets compare to everyone else, including his counterparts.
In XY, all Kanto starters get megas, fair enough right? Nope, Charizard needs to have TWO megas, screwing over the other two. Then, in SwSh, he gets to be in the base game WITH a new form over it's counterparts for a while. And he's even the strongest champion's ace pokemon, which they bang you over the head about throughout the game. And now, he's possibly the only Kanto starter in base SV, again. At the time, the bridge nickname was seen as a endearing reference that connects the new games with the rest of the series. Now, it's seen as another form of "pandering" due to newer gens ruining it with the excessive fanservice.
