Clearly the low levels and small amount of Pokemon should mean it's less difficult, but the limited Pokemon pool and the snowball effect of Rollout as a move means that it can mess you up very quickly. In a similar example, Cynthia's fight in BW is fairly challenging, but if you stumble on it accidentally it can really fuck you up since you're not physically or mentally prepared. This isn't even accounting for every possible team composition in every game, as the most difficult battle would leave you the most disadvantaged possible. If you're just asking about it in general, you'd still have to account for either every team possible, or what people on average use, and if you go with the latter you might as well go with more anecdotal evidence, which I'm sure you've been on /vp/ enough to know what people consider the most challenging.
