The shittiest type in the game in current day is probably Normal. Ice is crippled by many Pokémon in its pool having the wrong role given what Ice shines at, and a small pool of Pokémon in the first place. But for, let's say, Weavile, there aren't a lot of type combos that would make it better at what it does. The Ice type is a huge part of what it makes it good.
The Normal is systematically an hinderance. The only Pokémon to break the trend is possibly the single most specialized Pokémon in the franchise, being the Chansey line, and the highest BST in the series, in Arceus.
You give something 135 Spa & Adaptability with enough speed for a bit of versatility between being a wallbreaker, and you'd get a great Pokémon for almost every offensively inclined type. You give that to a Normal type, and you get Porygon-Z, a Pokémon currently NUBL, that has never broken a niche in OU once the meta settled.
You give a Pokémon 110/95/95 bulk, decent support movepool, not a Magic Guard tier ability but a useful one that lets it not get Taunted, and wide enough movepool to blanket specific threats if needed, and you get Lickilicky, a Pokémon who's description in ZU, a tier dominated by Rotom Ghost, Articuno, or Qwilfish, is to not use it.
