My guess is that it evolves really late, Hydreigon-style. It's the same way that you can get Gible in Wayward Cave with only 2 badges, but good luck getting it to be a Garchomp until at least Volkner.

Zekrom is better than Base Kyurem, yes. And in a vacuum so is Reshiram. Problem with Reshiram is that:

>It's neutral to water rather than resisting it
>Ho-oh exists so it's overshadowed
>Heavy-Duty Boots are an item that exists now so Ho-oh is straight up better
>Ho-oh has SOVL so it gets points there too

It's extremely hard to fuck up 600 BST.
Bring an ice type gives it the potential of having access to nifty tools like Ice Shard, Snow Warning+Aurora Veil, Freeze-Dry, Slush Rush and Ice Scales.
Pseudos so far always have massive movepools and everything is getting a signature move lately, so if it has something like DD+good physical Ice STAB+EQ it's set for OU at the very least.

Kommo-o sucked in SM because its best fighting moves was Sky Uppercut for physical sets, and Focus Miss for special sets. And because of the Tapus, fairies were omnipresent and if it doesn't boost up make its Poison Jab stronger, it gets murdered by Moonblast/Play Rough.
USUM redeemed it by giving it Close Combat, Drain Punch to make its Belly Drum set work, and its Z-Move.

Kyurem has moves now.
Black Kyurem can sweep OU with Dragon Dance, Icicle Spear and Fusion Bolt. It's all it really needs.
Regular Kyurem being banned was more contentious, but it also proved strong in OU with more options like Dragon Dance, Icicle Spear and Freeze Dry. The SubRoost set went from being a niche PP staller to a threat that could choose between stalling or sweeping at a moment's notice and destroy teams if you guessed its moves wrong.

Honestly of all the Pokemon to not give Close Combat to it baffles me they didn't pick the Pokemon they flavored as fighting so hard it tears its own scales off. It wasn't massively better for getting it like you laid out but it was at least usable after that and some other additions.

It's so depressing when a Pokemon is only useful thanks to the regional battle gimmick. Beedrill, Pidgeot, Kangaskhan and many others are completely worthless now that they've removed Megas.

And all 3 are shit. Kyurem-B is a worse Zekrom, and Kyurem and Kyurem-W are considered bottom of the barrel. Kyurem-B is ranked as being as viable as fucking ZAMAZENTA, and the other two are completely unusably bad. Nice Pokemon you got there.

That's not an argument. Psuedo legendaries are supposed to be good because of how hard they are to get. Imagine if Tyranitar sucked ass in Gen 2. You can use it for all of one battle (Red) and then do nothing with it because it comes in so late.

Abilities, stat distribution, and movepool also matters. And whose to say the gen 9 psuedo-legendary won't have a stat-conflicting movepool like Sceptile or one of the only STAB options it has being shit like Aurorus with Ancient Power :(

So long as it hits like a truck or sets hail for free it will probably be fine. Tyrannitar is slow and has two 4x weaknesses and it isn’t a huge problem. Ice/dragon has no 4x weakness at least l. If lapras had 600 bst for example, it would probably be pretty good even if it stayed slow
