It never specifies what region that would be, much less implies that he could the champion of any one region he decides to move on to. Every single region has characters with the potential to be champion, even in Sinnoh, Barry is definetely one, that doesn't mean these trainers can or will achieve said position. If we consider their roles and legacy, its quite easy to see why Raihan wouldn't be able to defeat champions like Steven, Cynthia or Iris and trying to say otherwise just because you want to suck Leon's dick won't actually convince anyone. If you want a quote that talks about Cynthia not being invencible or the strongest, you can actually talk about her own words:

The thing is though, this impression that Cynthia causes is that she is that impressive and that strong. Thats how trainers view her at the game in question (Masters EX) and thats why she was considered the strongest alongside Red. Thats also why they never made her fight Leon directly during the Master 8, they always need to leave just enough room for interpretation that she is stronger, because they know fans won't accept their bullshit because they want to promote SwSh and Leon hard and suck his cock.
