Twitch chat simply couldn't coordinate themselves well enough to complete the game without leaning on Democracy mode as a crutch, which means the experiment failed. Democracy mode moved the goalposts and was probably done in a desperate attempt for a feel-good ending.

In Democracy mode, messages with buttons were read, but only the most common button was used after every X seconds. So if people messaged "A", "A", and "up", A would be applied. In this way, it was more of a periodic vote on which button to press, making progress significantly easier. In my opinion, that defeats the purpose of an experiment like that.
