On the whole they are formulaic and undercooked, but your mileage will vary. The new characters are mostly exposition dumps for the setting, the villains are rarely battled directly, and the implementation of the titular Pokemon is all over the place. Frankly the most consistently good thing about them are the very nice ending credit animations.
Entei is probably the best of the bunch, it has a film-wide conflict that gets straight to point in a way that makes you wonder about the rest of them. Deoxys is overly long but comes up with a neat way to let Deoxys play to it alien invader persona without demonizing it. I was pleasantly surprised by Zoroark, it has to create a story out of completely unrelated Pokemon, but the bad guy's an asshole media mogul and you like to see him get his comeuppance.
Oh and Genesect movie had this.
