It's pretty inane to think they're throwing anyone a bone and not just realizing that Pokémon designs stretch far and wide in inspiration. It's as Takeshi Shudo said, Pokémon creates a group of animals based of familiar objects and creatures and some of those involve feminine things.
But the series itself constructs Pokémon as very kind and innocent, it's as our sources openly state Pokémon are cute little animals and pets, not whatever nonsense you keep trying to say the series does. You keep trying to pin Tajiri as this weird sexual deviant when in his own biography he makes it very clear he perceives Pokémon as these friendly and innocent creatures, like cats and dogs as he openly states.
I would end up writing way too much but everything this series does is to portray Pokémon in that light to the point that Ken Sugimori openly admitted this construction of Pokémon takes priority over the lore they wrote for them.
