The original Sugimori drawing has very little in common with Godzilla at all. However at this point they treat him more like Godzilla because western fans already treat him like Godzilla, and that seems to have also inspired the idea to give him a metal counterpart (Aggron in Gen 6, Duraludon in Gen 8).
