This is one of the gayest and lamest mechanics I have ever seen in a competitive game. How the fuck would you fix this? (And why hasn't GameFreak done ANYTHING to address it?)

Actually flinch is pretty fucking based
However, I see some things to make it less bullshit in case it's a RNG roll
>text is changed to "<PK_NAME> flinched and couldn't focus!"
>status moves completely fail if used by a flinched Pokémon
>damaging moves deal 1/4 of their intended damage (except Dragon Rage, Super Fang etc) if used by a flinched Pokémon
>side effects of those moves still occur either way

There's your "fix." Replace RNG one-turn stuns with something you can play around (you cold self attack or switch in on a move to intentionally shatter/defrost a frozen pokemon..

The meter needs to reach 100% for a Flinch or Paralyze to occur. This maintains the appeal of those abilities while preventing dice rolls from causing clown shit to occur.

Jirachi and Togekiss can still get you to flinch more often but they can't dice roll a win anymore because the RNG decided they could get 5 in a row

Just make Serene Grace act like No Guard where the opponent also gets the chance of additional effects, and Kings Rock makes the holder have a chance of being flinched
