Every offensive Pokemon runs 252 in [offense stat] and [speed]
With defensive Pokemon there's slightly more nuance but for normal play its pretty much the same shit
EVs being cut for the player and enemy is the best route, no passive stat increase for the player, no stat inflation for the enemy. If you want more challenge, focus more on attacking resource management, limiting strong Pokemon, giving unfair advantages to the AI (i.e. Flint gets permanent unremovable sun), etc.
