The "washing" behavior is the raccoon using it's paws (more than pretty much any other mammal, raccoons sense through touch over other sense) to identify things that it finds in the water. It's them getting their hands on something underwater and then figuring it out, as raccoons do, by rubbing and touching it with their highly sensitive paws. They don't bring food over to water, and it's not definitely not a cleaning thing.
That said, It's a big enough part of the mythos that for a pokemon adaption why the fuck wouldn't you go with it. Dark/Water
