If we STRICTLY stay within generation 1, and ignore the remakes which show a digital Pokedex(which even gets upgraded for the Nat. Dex,) this all works in your favor.
The problem is that this doesn't REMOTELY address the remakes, which actually DO show a digital device that can be upgraded, or even generation 2, whose Pokedex, although not seen in the OG, is shown with a more digital-like UI design.
I guess we can keep going, I mean I got 7 generations, soon to be 8, showing that there is a high tech scanning device in the pocket of these trainers, as well as two different games that take place in Gen 1 with their own retcons.
It's probably safe to say that it's the end result of style clash. Gen 1 and even 2 to an extent both had a completely different approach. It was implied in those generations that not only were there real animals, but also that Pokemon were a comparatively new phenomenon(starting as early as the 1930s, but outside of the fossils, no evidence to suggest they exist prior.) This is why Johto suddenly has a bunch of new Pokemon, and why Kanto gets two new Pokemon as well.
