I'm hesitant to cut the fossil-mons, because I feel like getting rid of them sorta removes some of steven's flavour, but I do want to focus on Steel + Water over Rock + Water to split weaknesses. Idk, Armaldo for Skarmory is an option. They both have rather defensive teams (and typings) so it's sorta interesting. The only issue is for the most part they're also rather slow, which swift swim Ludicolo might alleviate a bit hopefully. I was considering the Gyarados, but I think I still like Ludicolo more.
