Giovanni, Cyrus, Lysandre, Guzma and Lusamine have at least some depth to them and backstory even if their goals/their methods are shit. Maxie, Archie and Rose are just as bad as Ghetsis in terms of having nothing to them other than their goals

Complex villains can be good, but it doesn't seem like Gamefreak writers have the skill to pull them off. That's probably why Ghetsis was so entertaining. They did a good job with him.
