First, the shitmon thing is an overblown meme.
Second, BST isn't everything. Something like Steelix has a decent BST at 510 but has always underperformed post Gen 2, where as Breloom has a lower BST at 460, but is damn excellent. Granted, this doesn't exactly help Gen 3's case, given that Slaking exists, but its a point worth considering.
I dont think it's included, but Johto is helped greatly by having a lot of cross gen evos. Sneasel wouldve remained a shitmon if not for the excellent Weavile. Where you want to count that is up for interpretation..
I also suspect that this graph is including NFE Pokemon, 400 for average is INCREDIBLY low. Hoenn has a lot of full evolutionary lines, while Gen 4 has like half its dex as cross gen evos. This skews the numbers greatly.
This all being said, Hoenn DOES have an insane amount of shitmons. There's great ones like Lati@s, Metagross, Salamence, Blaziken, Breloom, etc... but an equal amount of absolutely neutered would-be-bros. But you've gotta look way beyond BST for something like that.
So TL;DR this graph is meaningless.
