In team composition you pick an ice move and there is freeze chance. You calculate that in your risk/luck factor. In a bad situation you can pull off a freeze and win the game. It's not a guarantee, but luck is a huge component of the battle system.
Sleep is also a great tool, turning it into paralysis 2 is cringe.
You could always buff freeze by making it more likely in some conditions, also.
