Ash earned his Z band and mega stone, it's only the rules of the tournament that would have prevented him from using them which would have been the real handicap. If Leon had a mega stone or a Z ring himself which he wasn't using then he would be giving a handicap, but he doesn't. Simply put, if Leon loses because he got outgimmicked, then it's his fault for not getting more gimmicks other than Dynamax.
