Have Pokemon that fit the gym theme but serve as an actual counter to what people would be bringing. Instead of a SFMA like Octillery, why not Mantine or Gyarados to stop Ground types dead and fit in with Sunyshore's beach theme? Instead of Ambipom, why not something to counter grass types like Rapidash, which also serves to help tie him to Flint? If you're worried about the ground weakness, why not give him something like Rotom-Heat which doesn't share weaknesses with the other electrics?
