You've got it all wrong, OP. Chandelure was always popular, which is why it was always paired up with Ingo in art because people loved both of them. I clearly remember it being one of the top 10 favorites of everyone during Gen 5. I don't know if there's even any examples of Pokemon being popular because of their Trainers since to more often than not the Pokemon themselves take center stage and their Trainers are secondary. Maybe Colress and Klingklang, Whitney and Miltank, or Lillie and Cosmog? I can't think of any good examples.
