Ash is currently about to use 4 gimmicks vs. Leon's 1(GMax, Mega, Z-Move, and GMax AGAIN) and the outcome has yet to be determined. He needs at least 4 times the amount of gimmicks as Leon to be able to match him, and potentially to win.
Leon is at least twice as powerful as Cynthia no matter how you cut it. "Leon needs to beat Aura boosted Lucario for him to be stronger than Cynthia" is cope because you don't seem to think that Cynthia needs to beat Ash's GMax or Mega to be stronger than Leon.
