For example, Zubat and Golbat focus on biting and vampirism, whereas Woobat and Swoobat are about hearts, love, and scent. Even the means of echolocation differs. Zubat uses mouth while Woobat uses nose.
All of these have some sort of thematic uniqueness. Poliwag focuses on vestigial body parts and visual hypnotism whereas Tympole has a sound/hearing motif.
Diglett and Wiglett are two different species that visually almost resemble one another and perform a similar behavior in digging and peaking above ground. If the Pokémon in question was incorrectly assumed to be a regional form, but is actually not, and it is based on an entirely different species, then it is a convergent.
Woobat and Zubat are closer to Pikachu and Emolga, or Pidgey and Pidove, than anything else.
