I don't think Cynthia is especially likeable or well-designed either (her dialog is dry and serious, while her hair covers half of her face and has those weird black lumps hanging out of it). I don't think she's a bad character, she's more appealing than someone like Alder or Wallace, but the infamous difficulty of her Champion battle is the single biggest factor in her popularity.

They won't make outright evil POC characters, that "honor" is reserved to whites because of the current political agenda.
They were not subtle at all about Rose being the "not evil, just misunderstood" antagonist archetype, but he just ended up looking like a moron.

But Cynthia's thing was never being "the strongest champion", or even notably strong outside of the connotations that naturally come with being a champion. She isn't presented as being exceptionally competent among champions or undefeated in her career, her reputation is entirely fandom driven and only because she was a more challenging final boss than the series normally has. Her "thing" as a character and in the story is being interested in archaeology and myths, which makes sense for Sinnoh. Galar's thing is having a more competitive battling scene than previous regions, so the champion's personality and history are tailored to that.

No (NPC) champion in the games is ever presented as "undisputed strongest in the world". If you think otherwise - thats headcanon.
The fandoms opinion has been of Cynthia as such due to her in-game fight.
Im sure GF wanted to recreate that in some way to get another popular champion, but failed

instead ILCA gave us an even stronger Cynthia

When is Cynthia ever portrayed as "popular"? I thought her whole thing was that she was absurdly strong but basically never took part in things and only shows up when her personal secret mission to study mythology lines up with yours.

Unless you mean her actual real life popularity. In which case sure but that's the intention with any character. Leon is not a Cynthia clone because "they want him to be liked by the audience"
