To be fair if Ash beats Leon that means Steven could possibly be stronger than Leon too he just faced Ash earlier

Ash > Steven > Leon

Same goes for Cynthia, if Ash wins then until we see a Leon vs any of the Champions that Ash beat there is no real of know which one of the 3 is the best.

For all we know Steven/Cynthia could have reached to the final had they been on Leon's racket

I mean, to his credit, if shitr00na(Gen4) is 2 and Spic-eon(Gen 8) is 1, that means Steven was legit the strongest trainer ever when he was first introduced. That's pretty big.
