Pokemon merchandise brings in around 5x as much money as the video games and Eevee is one of the biggest cash cows - any new evolution will be considered first and foremost on the basis of how cute and commercially viable they'd be able to make it, with gameplay as a minor footnote. All the easily understandable elemental types have been done as Eevees, all that's left are unpopular, "ugly" types like Rock and Ground, or ones that have some anatomical element like Dragon, Bug and Flying.
I think if we get a new one any time soon, it'll be Ghost - recent "cute" ghosts like Mimikyu have been hugely popular with fans, and having another face to sell Halloween merch every year is a bonus. Whether they can bring themselves to make a "dead" Eevee is another question, though
