Some things will have to be scoped down and some will have to be cut, but if you want realistic scenario in OUR world - it is possible.
For the record, check Detective Pikachu, how Mewtwo basically put whole nation in disarray in few seconds (just using it as an example). This kind of chaos awaits you if you dont try to come up with a working system.
