Mew > Manaphy > Jirachi > Celebi > Victini > Marshadow > Hoopa'
Mew is the OG, and is just appealing in every form of media thus far. It's a playful and inquisitive cat; what can you possibly not love? Manaphy is #2 entirely because of the movie it debuted in. It was given such a lively personality that I couldn't hate the baby. Jirachi, Victini, and Celebi are pretty much even in my eyes, but I still prefer Jirachi over Victini and Victini over Celebi. It's super close though. Marshadow doesn't have much presence compared to the others, and it's certainly the most dull of the bunch, but it's not dislikeable. The design is there, and it's the most Pokemon-like humanoid since it feels like a little monster. Hoopa is the lowest for me because it just wasn't as interesting as the others, even though it had world-ending catastrophic powers. It was also a little shit in the movies, so that dragged it down a bit for me.
