The issue with Smogon tiers is that they havenever expanded the usage threshold once. Adding a tier every few gens isn't going to improve anything, just create more metagames nobody will play.

When was the last time Typhlosion was even in a regional dex to care about giving it more moves? I know it’s in BDSP but that is a faithful remake so not getting new moves there.

The usage cutoff means tiers can only keep around 35ish Pokemon at once. Obviously most will end up untiered as a result.

I don't think starters appear outside in regional dexs outside of the region they are starters for. So Typhlosion's shit movepool has to be due to with either incompetence or spite on part of game freak, and considering how no other fire starter has that problem, it's clear that spite is the reason.
