Cause the former is retarded for multiple reasons; its literally just bad publicity to make sure that nobody can play yours shit without a huge download and its also completely out of left field for gamefreak.
BDSP wasn't even them, and it was just shit like a intro video and music; not vital components.
It might be a buggy mess like PLA sure, but pokemon games generally are. And some bugs will be exclusive to pre-day 1; big whoop.
