Over time they have started becoming very loose with type associations, it's not just a ghost problem.
The first obvious sign was in gen 6 when things that are cute/round/pink/girly were either arbitrarily assigned the fairy type or not (Clefairy and Jigglypuff lines yes, but Chansey no?), as well as some odd choices about the dragon typing (take Ampharos, give it a mega with horns and slap dragon type on it).
