So what's his deal?
He was totally evil in BW2...

What makes we trust him in later series where he became a "good guy"? I wouldn't trust him.

He's not a good guy. Colress lives by the idea that there is no room for morals in the pursuit of scientific progress. It's a super common trope in Japanese media mate.

Nate/Rosa won so proper bonding with the pokemon is what brings out its true potential(much how Red beat Blue originally). He eventually learns this and gets to use Mega Metagross and Z-moves in Alola.
He also said a few times that he never liked Ghetsis so he wasn't that much involved in TP.

Obviously not all scientists are good but it's uncalled for to say they are all evil.
