Mawile is not unique for having a lack of STAB moves, especially in Gen 3 where there were 7 Steel type moves total, 2 of which were signature moves (Doom Desire and Meteor Mash), and another 2 of which required body parts Mawile didn't have (Steel Wing, Iron Tail).
This leaves Iron Defense (which Mawile learns), Metal Sound and Metal Claw. You could try to argue that Mawile should learn Metal Claw, but it seems like that move is reserved almost entirely for Pokemon with actual noticeable claws on them like Zangoose, Sandslash, Armaldo, ect, the one exception to this being Diglett because lmao.
So that leaves Metal Sound, a move that lowers Sp.Def by two stages, except Mawile already gets Fake Tears which is more fitting for it and does the same thing but with more accuracy.
