I remember doing it back in SM though it was a drag since there's not many sources of happiness that early other than levelling up and running around a lot. Worse in that it's ideal to evolve it exactly at Lv13 since Pichu learns Nasty Plot and Pikachu then learns Electro Ball on the same level so you have to keep it at Lv12 until it's got enough happiness.

Charge Beam's available in Route 5 though as a replacement (Brooklet Hill in USUM), and overall it's not as bad in USUM though since you can get Shock Wave & Electroweb from the first surfing minigame too.
