What he actually said is that after the third movie, he was approached about writing a fourth, but declined because the only big plot he had in mind was the Pokemon rebellion one you mention. However, he said this COULDN'T be the fourth Pokemon movie, it would have to be the actual series finale, because there was no way you could just go back to Ash on a badge quest after such a story. He didn't really abandon the idea, and he didn't feel it went against the rules of Pokemon, he just never went with it because the show never ended and this was his envisioned FINALE.
Remember that when the show started, it was only meant to last a year and a half, and even after it got extended, nobody really expected there to be more than two gens until early-mid gen 2 when the initial work on gen 3 started.
