Wooper evolves and lacks arms (meaning it isn't as developed), so it's more likely based on the larva of a Japanese giant salamander, Andrias japonicus.
An alternate Wooper with a regional evolution that retains it larval features would be interesting, but you could give any Pokémon a regional form to make it more Mexican.
