Serebii was built using fucking GeoCities and the forums run off a forum manager called XenForo. He had to have a third party actually help move his website off GeoCities for him. He didn't make his website himself, despite what anyone may claim, and he didn't even know how to make the move to his own servers without asking for help.
The reason Serebii was so prevalent was because he was an autist who spent all of his time looking up pokemon information like us, and he happened to have a few friends who had their own websites take off, which helped skyrocket his when those websites went derelict.
