It is based on a Scorpionfly, which is in fact a real insect that mimics a scorpion.
They went the more literal route with it and turned it into a scorpion that actually flies.

To be fair, they tended to go for hyper-specific IRL plants in Gen 1, both version exclusive grass types are based on different semi-obscure plants for example. Like, you might have heard of a rafflesia or a pitcher plant before, but it's not exactly common knowledge to most people. Most people aren't very bright though, so that's not saying much.
