Well its believed that Ho-Oh only appears before people who are pure of heart. Considering he mindwipes the mewtwo clone to prevent it from experiencing sorrow about Amber fading away as it would only get in the way of progress of making the ultimate pokemon, that his clone of his dead daughter is now dead and a failed experiment, I don't think hes pure chief.

Ho-oh didnt revive the beasts as they were, it turned them into new Pokemon. The same would probably happen with Amber which he probably wouldnt want.
