Pretty much. You can make the argument since Gen 2 and making a Fenghuang pokémon for the box of Gold, they've been gendercoding the box legends of the paired games (they even referenced Kyogre as "mother of the ocean" in a recent game), and deliberately since Gen 5 when they turned the yin-yang symbols into Reshiram and Zekrom (female) Zekrom (male) and have since started to mention their gendered differences in pokédex entries (Solgaleo/Lunala said to be male/female evos of Cosmog/Cosmoem, Zaccian described as Zamazenta's sister), with all designs mirroring the same design choices made byBotW devs with their paired male/female ornamental bird statues on the Great Plateu and Hyrule Castle (soft curves, flowing lines and sleek designs, vs hard angles, straight lines and bulkier frames).
