In this case, the designs are different because the book illustrations aren't supposed to be 100% accurate. And the designs in the sketches are much cooler than the actual ones, which makes it even more underwhelming than the usual shitty translation to 3D model.

I think Future Volcarona has the potential to be really cool. Like the body being a cannon with solar sails in place of the wings or something. While I don't really see what they could add to an ancient since Volcarona already looks primitive. Probably bones or some shit.
