Skarmory would have been fine being a second stage instead of a no-evolutions mon. Maybe Sableye too, it's basically the same as Gengar.
It honestly all depends on the strength of the design of the first stage anyways. It's more about whether that one can stand on its own as a cool mon than if Grafaiai "deserves one" somehow

That's more of an issue with Excadrill. It's one of the cases where you look at the picture and think it's a lot bigger than it is. Same with Nidoking for an easy example
