Johto isn't getting a remake, the only region to get more than one remake is Kanto because its KANTOOOO.
As for the Johto pandering, its just that Johto is finally getting the love the every other region already got, I guess the person at Game Freak who hated Johto all these years recently left.

That's my guess, I think they're going to Kalos next or skip remake altogether and going straight to gen 10 for next gen console. Maybe they will outsourced the remake to other studios like BDSP.

It's because Sinnoh is most heavily connected to Johto and Unova and that carried over to SV.
