Bar none, none others even come close.
It is basically tied with Squirtle, who is LITERALLY a random water type with no definite strengths that is outclassed by half the other water types available. Bulbasaur is in a dead heat with what may as well be fucking Golduck or Vaporeon. And this is the best Grass types have ever done.
Gen 2: Chikorita is by far the worst
Gen 3: Sceptile and Blaziken are in a competition for second, the region hates Blaziken but I think it's still better.
FRLG: Venasaur is now definitively worse than Blastoise, and Charizard is now competing with it for second
Gen 4: Torterra is narrowly the worst, but why bother comparing to Infernape at all
HGSS: THEY MADE CHIKORITA WORSE
Gen 5: Snivy is competing with Chikorita for the worst starter of all time
Gen 6: Chespin is easily the worst of the three, and Bulbasaur is in a region where its typing and getting guaranteed crits on Razor Leaf isn't carrying it anymore and is probably WORSE than fucking Chestnaut.
ORAS: Sceptile is in dead last now and is debatably worse than it was in RSE, because everything else got stronger around it
Gen 7: Decidueye is modestly worse than Incineroar, Primarina shits on them both
Gen 8: Rillaboom is almost a competant grass starter, compared to the rest. It still has bad matchups for most of the game and is just less useful than the other two. Hooray, not absolutely pathetic! Still worse than the other two though.
Grass sucks dick, it will always suck dick, that grass manages to consistently be the worst, and when it competes with another starter at all, that starter is also notably flawed, not good, boggles the mind.
